The second joint meeting of the five tuna regional fisheries management organizations (RFMOs) took place in San Sebastian, Spain, from 29 June-3 July 2009.

The meeting, which follows on from the first such event held in Kobe, Japan, in 2007, brought together representatives from intergovernmental and non-governmental organizations, as well as from member States and non-member States of: the International Commission for the Conservation of Atlantic Tunas; the Indian Ocean Tuna Commission; the Inter-American Tropical Tuna Commission; the Western and Central Pacific Fisheries Commission; and the Commission for the Conservation of Southern Bluefin Tuna. The meeting was hosted by the EU and included two workshops on the review of the actions agreed in Kobe and on reducing overcapacity in the global tuna fleet. The event concluded with the adoption of a new plan of action for the next two years. Conservation NGOs expressed disappointment with what they labeled as limited progress achieved during the meeting.
