Approved on 30 November 2012, the draft encourages Member States, the UN Secretariat, relevant UN agencies, and Major Groups to hold activities and promote actions implementing the International Year of Water Cooperation in 2013. It stresses the inclusion of all stakeholders in the implementation of the Year, at all levels of government.

The draft resolution also outlines a number of events related to water cooperation to take place throughout the year. In August 2013, the Government of Tajikistan will host a high-level international conference on water cooperation in Dushanbe. Two events stressing water cooperation will convene for World Water Day on 22 March 2013: a high-level interactive dialogue in the UNGA, and the official event in The Hague, the Netherlands.

Inviting the UN Secretary-General and UN-Water to contribute to the implementation of the International Year worldwide, the draft also calls for a UN background paper on water cooperation in preparation for the high-level international conference.
