UNFCCC Summarizes Kyoto Protocol Methodological Issues

The UNFCCC Secretariat has published its technical paper on the implications of the implementation of decisions 2/CMP.7 to 4/CMP.7 and 1/CMP.8 on the previous decisions on methodological issues related to the Kyoto Protocol (FCCC/TP/2014/6).

UNFCCC5 November 2014: The UNFCCC Secretariat has published a technical paper on the implications of the implementation of decisions 2/CMP.7 to 4/CMP.7 and 1/CMP.8 on the previous decisions on methodological issues related to the Kyoto Protocol (FCCC/TP/2014/6).

The technical paper updates and extends the technical paper FCCC/TP/2013/9 on the same subject, reflecting the status of work as of June 2014. Among other things, it addresses the substantive implications of decisions 2/CMP.7 to 4/CMP.7 (land use, land-use change and forestry (LULUCF), emissions trading and the project-based mechanisms, and methodological issues), 1/CMP.8 (Doha Amendment) and 2/CMP.8, including in relation to: calculation of the initial assigned amount and review of the report to facilitate the calculation of the assigned amount for the second commitment period; carry-over and previous period surplus reserve accounts; share of proceeds; and clarification of reporting requirements for Annex I parties that do not have quantified emission limitation and reduction commitments for the second commitment period. The paper also summarizes the EU and New Zealand’s submissions on this matter.

The paper will be considered by the 41st session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 41) taking place in Lima, Peru, in December 2014.
