UNFCCC Publishes SB Documents

The UNFCCC Secretariat has published documents on the status of contributions, the status of submission and review of fifth national communications, and the third workshop to revise guidelines for preparation of national communications.

27 May 2011: Among the documents that the UNFCCC Secretariat has published in the run up to the 34th sessions of the subsidiary bodies, which will take place place from 6-16 June 2011 in Bonn, Germany, are documents on the status of contributions, the status of submission and review of fifth national communications, and the third workshop under the work programme of SBSTA to revise the UNFCCC Annex I reporting guidelines.

Under the Subsidiary Body for Implementation (SBI), a document (FCCC/ SBI 2011/ INF.5) on the status of contributions as at 15 May 2011 has been released. The document contains information on the status of receipt of contributions to the UNFCCC trust funds as at 15 May 2011. The status of indicative contributions to the Kyoto Protocol is reported separately from the status of contributions to the Convention. Table 1 lists all 195 parties to the Convention and shows the expected and received contributions during 2011 and the outstanding balances in Euro due to the Trust Fund for the Core Budget of the UNFCCC. Sixty-six parties have paid their contributions for 2011, amounting to 50% of the indicative contributions for this year. Table 2 reflects the outstanding contributions in USD for prior years, while, in table 3, parties are grouped according to their status of contributions paid to the core budget for the Convention. Table 4 lists all 192 parties to the Kyoto Protocol and shows the expected and received contributions during 2011 and the outstanding balances for 2011 in Euro. Sixty-four parties have paid their contributions for 2011, representing 63% of the indicative contributions for this year. Table 5 shows the outstanding amounts for the years 2005-2009 in USD. In table 6, parties are grouped according to their status of contributions paid to the core budget for the Kyoto Protocol. The status of payment of fees for the international transaction log is shown in table 7. Table 8 reflects voluntary contributions received in 2010-2011 to the Trust Fund for Supplementary Activities, including fees related to Joint Implementation (JI), which amount to US$22.6 million and US$1.1 million, respectively, while table 9 shows voluntary contributions to the Trust Fund for Participation in the UNFCCC Process, amounting to US$8.3 million. The various fees paid towards the Clean Development Mechanism (CDM) are listed in table 10 and amount to US$62.6 million.

The UNFCCC has also published a document (FCCC/SBI/2011/INF.6) on the status of submission and review of fifth national communications (NC5s). This note provides information on the status of submission and review of NC5s under the Convention and its Kyoto Protocol from Annex I Parties as at 28 May 2011.

Under the Subsidiary Body for Scientific and Technological Advice (SBSTA), the Secretariat has published a summary (FCCC/SBSTA/2011/INF.5) of the third workshop under the work programme of SBSTA to revise the “Guidelines for the preparation of national communications by Parties included in Annex I to the Convention, Part I: UNFCCC reporting guidelines on annual inventories” (UNFCCC Annex I reporting guidelines). The workshop was held on 24-25 March 2011, in Bonn, Germany. At the workshop, participants shared their views on the annotated draft of the revised UNFCCC Annex I reporting guidelines, prepared by the Secretariat based on parties’ submissions. Workshop participants considered both the text of the revised UNFCCC Annex I reporting guidelines and the common reporting format (CRF) tables contained in the guidelines. The annotated draft of the revised UNFCCC Annex I reporting guidelines, including the CRF tables, contained in document FCCC/SBSTA/2011/INF.4, will be considered by the SBSTA at its 34th session.
