UNFCCC Secretariat Releases AWG-KP Documentation to Facilitate Negotiations

19 October 2009: The UNFCCC Secretariat has released documentation to facilitate negotiations among parties during the resumed ninth meeting of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 9), which will be held from 2-8 November 2009 in Barcelona, Spain, in conjunction with the resumed eighth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention.

The documentation has been prepared by the AWG-KP Chair under his own responsibility, building on the work of the AWG-KP 8 held in Bonn, Germany, from 1-12 June 2009, discussions at its informal meeting held in Bonn from 10-14 August 2009, and further work carried out during the first part of AWG-KP 9 held in Bangkok, Thailand, from 28 September-9 October 2009.
The UNFCCC Secretariat has released a note by the AWG-KP Chair (FCCC/KP/AWG/2009/10/Rev.2) that indicates the documentation has been compiled in four addenda: addendum 1 contains proposed amendments to the Kyoto Protocol pursuant to its Article 3, paragraph 9; addendum 2 contains other proposed amendments to the Kyoto Protocol; addendum 3 contains a compilation of proposals for elements of draft decisions on other issues identified in paragraph 49 (c) of document FCCC/KP/AWG/2008/8; and addendum 4 contains a compilation of proposals by parties for aggregate and individual figures for Annex I Parties.
A revised addendum comprising a compilation of proposals and information relating to possible individual quantified emission limitation and reduction objectives and proposals from parties with regard to the scale of emission reductions to be achieved by Annex I parties in aggregate is contained in FCCC/KP/AWG/2009/10/Add.4/Rev.2.
An additional revised addendum (FCCC/KP/AWG/2009/10/Add.3/Rev.2), consisting of draft decisions on other issues identified in paragraph 49 (c) of document FCCC/KP/AWG/2008/8, has been published. Paragraph 49 (c) of the AWG-KP 6 report identified, among other items, other issues requiring consideration by the AWG-KP in 2009. This addendum consists of a compilation of proposals by parties for elements of decisions to be adopted by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its fifth session (COP/MOP 5). Proposals for elements of draft COP/MOP decisions on emissions trading and the project-based mechanisms are contained in annex I. Options and proposals on how to address definitions, modalities, rules and guidelines for the treatment of land use, land-use change and forestry (LULUCF) are contained in annex II.
Annex III contains: proposals for elements of draft COP/MOP decisions on greenhouse gases, sectors and source categories; common metrics to calculate the carbon dioxide equivalence of anthropogenic emissions by sources and removals by sinks; and other methodological issues.
