UNFCCC Reports on Capacity-Building Activities

The UNFCCC Secretariat has published two reports to support Parties' in reviewing progress and effectiveness of capacity-building efforts under the Convention.

The reports compile information relevant to the implementation of the framework for capacity building in developing countries adopted in the Marrakesh Accords (decision 2/CP.7) and the Durban Forum, established by decision 2/CP.17 as a space for in-depth discussion on capacity building.

UNFCCC11 March 2016: The UNFCCC Secretariat has published two reports to support Parties in reviewing progress and effectiveness of capacity-building efforts under the Convention. The reports compile information relevant to the implementation of the framework for capacity building in developing countries adopted in the Marrakesh Accords (decision 2/CP.7) and the Durban Forum, established by decision 2/CP.17 as a space for in-depth discussion on capacity building.

To assist the Subsidiary Body for Implementation (SBI) in monitoring and evaluation of the capacity-building framework, the Secretariat’s report ‘Implementation of the Framework for Capacity-Building in Developing Countries’ (FCCC/SBI/2016/4) synthesizes information from Parties’ National Communications (NCs), Biennial Update Reports (BURs), Biennial Reports (BRs), the 2015 annual report of the Clean Development Mechanism (CDM) Executive Board, and the 2015 annual report of the Nairobi Framework Partnership.

The second report, ‘Capacity-Building Work of Bodies Established under the Convention and Its Kyoto Protocol,’ (FCCC/SBI/2016/3) contains information provided since the fourth Durban Forum in December 2015 by the Consultative Group of Experts on National Communications from Parties not included in Annex I to the UNFCCC (CGE), the Least Developed Countries Expert Group (LEG), the Adaptation Committee, the Executive Committee of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM), the Technology Executive Committee (TEC), the Climate Technology Centre and Network (CTCN), the Standing Committee on Finance (SCF), the Green Climate Fund (GCF), the Global Environment Facility (GEF), the Adaptation Fund Board and the CDM Executive Board.

The SBI will review the reports under the agenda items related to the third comprehensive reviews of the implementation of the capacity-building framework under the Convention and under the Kyoto Protocol during its 44th session (SBI 44) to be held from 16-26 May 2016 in Bonn, Germany. The reports may also be used for discussions at the fifth Durban Forum, to coincide with SBI 44, and to determine further steps to enhance action on capacity building.
