UNFCCC Releases Technical Paper on Actions with High Mitigation Potential

The UNFCCC Secretariat has released an updated technical paper compiling information on actions, initiatives and options for enhancing mitigation ambition and outlining their mitigation potential (FCCC/TP/2014/13).

The technical paper, which updates similar compilations from 2013, will inform the work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) on raising pre-2020 ambition at the seventh part of its second session (ADP 2-7).

UNFCCC26 November 2014: The UNFCCC Secretariat has released an updated technical paper compiling information on actions, initiatives and options for enhancing mitigation ambition and outlining their mitigation potential (FCCC/TP/2014/13). The technical paper, which updates similar compilations from 2013, will inform the work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) on raising pre-2020 ambition at the seventh part of its second session (ADP 2-7).

The paper is accompanied by four addenda, which detail the mitigation benefits of actions in four thematic areas: land use; urban environments; carbon dioxide (CO2) capture, use and storage; and non-CO2 greenhouse gas (GHG) emissions (FCCC/TP/2014/13/Add.1; FCCC/TP/2014/13/Add.2; FCCC/TP/2014/13/Add.3; FCCC/TP/2014/13/Add.4, respectively). The addenda’s technical summaries are divided into two sections covering: mitigation potential, progress, benefits, costs and barriers; and practices, policies and actions to unlock mitigation potential.

The main paper, in addition to containing summaries from the addenda, gives the scientific and policy context, outlines institutional, technological, financial and capacity-building means of support, offers possible next steps for action under the four thematic areas, and compiles proposed actions for the ADP to take. The paper is based on submissions from Parties and observer organizations, technical expert meetings (TEMs) and relevant literature.
