UNFCCC Releases Report on Review of Technology Transfer

26 May 2010: The UNFCCC Secretariat has released the report on the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention (FCCC/SBI/2010/INF.4) on technology transfer.
The report presents a compilation and synthesis of available information on practical steps taken by parties and relevant organizations in the process of the development and transfer of technologies in the five areas of focus set out in section IV of the terms of reference for the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention agreed upon by the Subsidiary Body for Implementation (SBI) at its 29th session. It presents lessons learned, good practices, challenges faced and remaining gaps identified in the implementation of Article 4, paragraphs 1(c) and 5, of the Convention, and of decisions 4/CP.7, 3/CP.13 and 4/CP.13.
The tools for review included the performance indicators developed by the Expert Group on Technology Transfer (EGTT) to monitor and evaluate the effectiveness of the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention (the technology transfer framework). The report will be considered by the SBI at its 32nd session, to take place in Bonn, Germany, from 31 May-9 June 2010. [The Report]
