UNFCCC Releases Programme Budget Proposal for 2016-2017

The UNFCCC Secretariat has launched its proposal for a programme budget for the biennium 2016-2017 for consideration by the 42nd session of the Subsidiary Body for Implementation (SBI 42).

The document (FCCC/SBI/2015/3) contains information on, inter alia, the approach of the Executive Secretary to framing the proposal, the structure of the proposed budget, additional requirements and the proposed programme budget.

UNFCCC23 March 2015: The UNFCCC Secretariat has launched its proposal for a programme budget for the biennium 2016-2017 for consideration by the 42nd session of the Subsidiary Body for Implementation (SBI 42). The document (FCCC/SBI/2015/3) contains information on, inter alia, the approach of the Executive Secretary to framing the proposal, the structure of the proposed budget, additional requirements and the proposed programme budget.

The proposed programme budget for 2016-2017 specifies the human and financial resources required for implementing the work programme of the UNFCCC Secretariat, and provides an overview of all activities financed from different sources. Related documents, including a proposed work programme of the Secretariat, activities in need of supplementary funding, and the requirements for the Trust Fund for the International Transaction Log (ITL) will be released in due course.

On the approach, the document explains the Executive Secretary has been guided by the goals of: continuing to deliver on the increasingly ambitious implementation agenda set by parties; recognizing the growing importance of adaptation under the Convention and as a long-term budgetary reality; and making the Secretariat fit for the future by strengthening essential functions that have been neglected in the past.

The proposed programme budget for 2016-2017 is €60.3 million, of which 76% are staff costs. In addition, the proposal includes a conference services contingency of €10.4 million.

The 20th session of the Conference of the Parties to the UNFCCC (COP 20) and the 10th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 10) requested the UNFCCC Executive Secretary to propose a programme budget for the biennium 2016-2017 at SBI 42. The SBI will be invited to: consider the proposal, and recommend a draft decision for adoption at COP 21 and endorsement at CMP 11; and recommend a budget for the ITL and agree on a draft decision for adoption at CMP 11.
