UNFCCC Releases Advance Version of Technical Paper for Adaptation Fund Review

The UNFCCC Secretariat has published an advance version of a technical paper (FCCC/TP/2014/7), which provides background information for the second review of the Adaptation Fund.

The paper serves to assist delegations in their preparations for the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10) to be held in Lima, Peru, on 1-12 December 2014.

UNFCCC23 October 2014: The UNFCCC Secretariat has published an advance version of a technical paper (FCCC/TP/2014/7) that provides background information for the second review of the Adaptation Fund. The paper serves to assist delegations in their preparations for the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10) to be held in Lima, Peru, from 1-12 December 2014.

The paper summarizes the outcomes of the initial review process of the Adaptation Fund, through which CMP 8 asked the Adaptation Fund Board to consider how to improve accessibility to its funds, to further enhance the monetization process of certified emission reductions (CERs) and to report to the 38th session of the Subsidiary Body on Implementation (SBI 38) information on funding flows and status of resources.

After summarizing actions taken by the Board on these points in the interim, the paper details the key elements for consideration in the second review, namely: the provision of sustainable, predictable and adequate financial resources; lessons learned from the application of the access modalities of the Adaptation Fund; the institutional linkages and relations, as appropriate, between the Adaptation Fund and other institutions; and the institutional arrangements for the Adaptation Fund.
