30 July 2010: The UNFCCC Secretariat has published a submission (FCCC/AWGLCA/2010/MISC.5) from the Cook Islands on emissions from international shipping and aviation under ideas and proposals on the elements contained in paragraph 1 of the Bali Action Plan (BAP).

At the tenth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) in June 2010, several parties requested that negotiations should continue regarding emissions from international shipping and aviation. A number of delegations supported the proposal by the Cook Islands for a decision by the Conference of the Parties (COP) and stated that it had the potential to bridge the gaps in positions expressed by parties. In this submission, Cook Islands considers the treatment of the issue in the second iteration of the AWG-LCA Chair’s text and propose amendments to the current Chair’s text as a way forward for the 11th session of the AWG-LCA, to be held from 2-6 August 2010.
