UNFCCC Publishes AWG-LCA Agenda and Scenario Note for Cancun

The scenario note of the 13th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention indicates that the COP 16 outcome should be one draft comprehensive but not exhaustive draft decision.

12 November 2010: The UNFCCC Secretariat has published the scenario note (FCCC/AWGLCA/2010/17) for the 13th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA), which will be held in conjunction with the 16th session of the Conference of the Parties (COP) in Cancun, Mexico.The Secretariat has also issued notes (FCCC/KP/AWG/2010/15 and 16) containing the provisional agenda and annotations for the session. The provisional agenda provides an overview of organizational matters as well as other items. Under the agenda item “Preparation of an outcome to be presented to COP 16 to enable the full, effective and sustained implementation of the Convention through long-term cooperative action now, up to and beyond 2012,” the AWG-LCA will be invited to intensify its efforts to resolve outstanding issues with a view to reaching agreement on an outcome to be presented to COP 16.

The scenario note indicates that consultations between the AWG-LCA Chair and parties regarding their expectations for the Cancun outcome and its elements were held during AWG-LCA 12. These consultations revealed that there is a shared desire for an outcome that is balanced in that it respects: the two-track approach (balance between the AWG-LCA and the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP)); all elements of the Bali Action Plan (balance within the AWG-LCA); and the individual elements of the Bali Action Plan (in terms of a comparable level of detail). There was also a common understanding among parties that the Cancun outcome should not prejudge prospects for, or the content of, a legally binding outcome in the future.

The AWG-LCA Chair’s assessment is that the appropriate way for the AWG-LCA to present its outcome to COP 16 would be through one draft decision that encompasses the full scope of the AWG-LCA outcome. This decision will need to be comprehensive but not exhaustive, recognizing that the AWG-LCA will not be able to conclude on all aspects of its work this year, while securing incremental progress in a balanced manner.
