UNFCCC15 September 2014: The UNFCCC Secretariat has issued a note on the admission of observers ahead of the 20th session of the Conference of the Parties to the Convention (COP 20). The note (FCCC/CP/2014/4) contains a list of applicant organizations for admission as observers at COP 20, and information on the rules regarding the admission of intergovernmental organizations (IGOs) and non-governmental organizations (NGOs) as observers at sessions of the COP.

The list of applicants prepared by the Secretariat contains one IGO and 82 NGOs that satisfy the requirements set out in the Convention, the draft rules of procedure and established practice, and that have expressed a wish to be represented as observers at sessions of the COP and its subsidiary bodies.

The Secretariat notes that the members of the Bureau have not raised any objections to the organizations listed, and invites the COP to accord observer status to these at the first meeting of COP 20. It also reminds that a single process is used for the admission of observer organizations to sessions of the COP and the meeting of the Parties to the Kyoto Protocol (CMP).

In the note, the Secretariat recommends that three organizations, namely PROFONANPE, CARE Perú and Peru Green Building Council, be admitted only to the 2014 UN Climate Change Conference in Lima, Peru.
