19 March 2014: The UNFCCC Secretariat has published a technical paper on possible changes to the Clean Development Mechanism (CDM) modalities and procedures, as requested by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (FCCC/TP/2014/1).

The paper analyzes possible changes to the CDM modalities and procedures, including their implications, in the following areas: membership and composition of the CDM Executive Board, including similarities to, and differences from, other intergovernmental bodies within the UNFCCC process; liability of designated operational entities (DOEs) to compensate for the issuance of certified emission reductions (CERs) resulting from significant deficiencies in validation, verification and certification reports; provisions for programmes of activities; length of the crediting period; requirements for the demonstration of additionality; further elaboration of the role of designated national authorities (DNAs); and the simplification and streamlining of the project cycle for certain project categories.

The paper will be forwarded to the Subsidiary Body for Implementation (SBI) for consideration at its 40th meeting (SBI 40), taking place in June 2014. [Publication: Technical Paper on Possible Changes to CDM Modalities and Procedures]
