The UN Sixth Committee (Legal) debated draft articles elaborated by the International Law Commission on transboundary aquifers on 28 October 2008, at UN headquarters in New York, US.

While some speakers attending the Sixth Committee discussions argued that the draft articles should become treaty obligations in the near future, others said a convention on the matter could not be elaborated quickly without the consensus of States, and recommended using the draft articles as guidelines for bilateral or regional arrangements.
