17 January 2011: The Secretariat of the Pacific Regional Environment Programme (SPREP) has published the report of the 21st SPREP Meeting, held from 6-9 September 2010 in Madang, Papua New Guinea.

The report includes the Madang Communiqué adopted at the meeting, according to which SPREP members adopted the 2011-2015 Strategic Plan as the guiding document for regional environmental work, including by SPREP, with four priorities on climate change, biodiversity and ecosystem management, waste management and pollution prevention, and environmental monitoring and governance. SPREP members further requested donor agencies and partner organisations to support implementation of the Strategic Plan.

SPREP members also endorsed the leadership role played by SPREP in supporting climate change activities in the region; in particular its leading role in the effective coordination and implementation of climate change mitigation and adaptation efforts, including on coordination and harmonisation of climate change financing in the region. They committed to move towards a durable, environmentally effective and legally binding outcome under the UNFCCC as quickly as possible. They urged all countries to fulfil their voluntary commitments enshrined in the Copenhagen Accord, including the implementation of mitigation commitments and actions, enhanced adaptation actions and commitments to fast-start and longer-term financing.

The following representatives were in attendance: American Samoa, Australia, Cook Islands, Micronesia, Fiji, France, French Polynesia, Kiribati, Marshall Islands, Nauru, New Caledonia, New Zealand, Niue, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, the US, and Vanuatu.
