PIFS Releases Revenue Collection Study and Model Regulatory and Policy Framework

The Pacific Islands Forum Secretariat (PIFS) has released a study on improving revenue collection and capacity in the region as a way to address the global economic crisis impacts in the region; and a model regulatory and policy framework focused on competition, access and pricing, fair trading and consumer protection.

10 December 2010: The Pacific Islands Forum Secretariat (PIFS) has released two documents on administrative matters: a study on improving revenue collection and capacity in the region as a way to address impacts of the global economic crisis; and a model regulatory and policy framework focused on competition, access and pricing, fair trade and consumer protection.

The revenue collection and capacity study says revenue reforms should create a system that is fair, transparent, easy to administer and consistent with the resource needs of each government. Appropriate taxation of natural resources, including fisheries, minerals and forestry, also is important for the development strategies of a number of countries in the region. Specifically, the report notes that tax revenue from the exploitation of natural resources requires separate policy frameworks and, in the case of minerals, careful attention to ensure flows to the budget are well managed, transparent and consistent with sustainable fiscal policy.

The framework provides guidance for adapting and implementing regulatory reforms at the national level that are comparable, clear and easily enforceable, thus providing the basis for legislative and policy convergence within the region.
