8 April 2011: The Secretariat of the Pacific Community (SPC) convened the inaugural Joint Regional Meeting for Energy, Information and Communication Technology and Transport, from 4-8 April 2011, in Noumea, New Caledonia. The meeting discussed the cross-cutting impacts of the three sectors in an effort to capitalize on potential synergies.

Key outcomes from the meeting included the endorsement of the Framework for Action on Energy Security in the Pacific (FAESP) and its associated implementation plan. The FAESP was designed to provide guidance to Pacific Island Countries and Territories (PICTs) on enhancing national efforts to achieve energy security, and to clarify how regional services can assist countries and territories to develop and implement their national plans.

In addition, Pacific transport ministers endorsed the Framework for Action on Transport Services (FATS). The Framework aims to enhance the social and economic well‐being of people in the Pacific by supporting PICTs’ efforts towards ensuring that all their people, at all times, have access to regular, safe and affordable air and sea transport services.
