19 June 2010: Held from 15-19 June 2010, in Kuala Lumpur, Malaysia, the third meeting of the Group of the Friends of the Co-Chairs on Liability and Redress in the context of the Cartagena Protocol on Biosafety continued negotiations on a supplementary protocol on liability and redress for damage resulting from transboundary movements of living modified organisms (LMOs).

Significant progress was made, with only two outstanding issues remaining in the supplementary protocol: its application to products of LMOs, and the explicit recognition of the right of parties to require financial security. The meeting also considered draft guidelines on civil liability and redress proposed by the Co-Chairs Rene Lefeber (the Netherlands) and Jimena Nieto (Colombia). Following a proposal by Malaysia not to pursue the guidelines further, their bracketed text was annexed to the report of the meeting, pending consideration of the Malaysian proposal. The Group will resume from 6-8 October 2010, in Nagoya, Japan, immediately before the fifth Meeting of the Parties to the Cartagena Protocol on Biosafety, to be held from 11-15 October 2010, to resolve outstanding items and finalize the new instrument.
