Jordan Submits INDC

The UNFCCC Secretariat has reported that Jordan is the 60th Party to formally submit its intended nationally determined contribution (INDC), which announces an unconditional greenhouse gas (GHG) emissions reduction target of 1.5% below a business as usual reference scenario by 2030.

The INDC also announces a conditional target of an additional 12.5% in reductions, dependent on availability of international financial aid and means of implementation (MOI).

jordan-flag10 September 2015: The UNFCCC Secretariat has reported that Jordan is the 60th Party to formally submit its intended nationally determined contribution (INDC), which announces an unconditional greenhouse gas (GHG) emissions reduction target of 1.5% below a business as usual reference scenario by 2030. The INDC also announces a conditional target of an additional 12.5% in reductions, dependent on availability of international financial aid and means of implementation (MOI).

The INDC’s mitigation goal covers the energy (including transport), waste, industrial processes, agriculture and land-use, land-use change and forestry (LULUCF) and solvent sectors, and the following gases: carbon dioxide (CO2); methane (CH4); nitrous oxide (N2O); sulphur hexafluoride (SF6); perfluorocarbons (PFCs); and hydrofluorocarbons (HFCs). The INDC notes that meeting the full 14% target will require an estimated total of US$5.7 billion.

The Party outlines in detail the sectoral actions it plans to take to meet its target. The majority of these actions are in the energy sector and include: raising awareness around the incentives provided through the renewable energy and energy conservation law; activating the Renewable Energy and Energy Efficiency Fund (JREEEF); requiring implementation of green building codes; rationalizing energy consumption in all sectors and improving their efficiency, and raising awareness about the long-term financial benefits of energy efficiency; and ensuring the inclusion of energy efficiency considerations when buying transport modals.

The country’s submission also relates climate change adaptation efforts, laying out activities related to water management, health, biodiversity, ecosystems, protected areas, agriculture, food security and sustainable development.

All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place in November-December 2015. Those submitted by 1 October 2015 will be included in a synthesis report on their aggregate effect by 1 November 2015.
