27 September 2012: The Joint Implementation Supervisory Committee (JISC) has agreed recommendations on how to revise the Joint Implementation (JI) Guidelines, including a call for a new governing body that would oversee the operation of the mechanism, including the setting of standards and rules for the formulation of JI activities.

The recommendations were agreed during the 30th meeting of the JISC (JISC 30), which was held from 26-27 September 2012 in Bonn, Germany, and include steps that parties should take to ensure a smooth transition to a revamped JI mechanism in the second Kyoto Protocol commitment period. The recommendations are based on the JISC’s experience in implementing JI and take into account consultations with stakeholders and JI representatives within governments.

The recommendations were made in response to the request by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) for the JISC to prepare a revised set of key attributes and transitional measures dealing with the possible changes to the JI guidelines. The recommended revisions and transitional measures will be considered by COP/MOP 8 in November-December 2012.

At its 30th meeting, the JISC also considered: accreditation of independent entities; matters relating to determination and verification reports; the JI management plan and resources for the work on JI; and relations with stakeholders, and intergovernmental and non-governmental organizations (NGOs).
