Ministerial Consultations on Funding Arrangements for Responding to Loss and Damage

The Consultative Ministerial Meeting will advance consideration and understanding of possible outcomes related to loss and damage at the UN Climate Change Conference (UNFCCC COP 28) in Dubai, United Arab Emirates (UAE), in December.

COP 27 agreed on new funding arrangements for assisting developing countries that are particularly vulnerable to the adverse effects of climate change in responding to loss and damage. As the Earth Negotiations Bulletin (ENB) summary report explains, COP 27 agreed that operationalization of the new funding arrangements will be worked out over the year leading up to COP 28.

The Minister of Foreign Affairs of Egypt and COP 27 President, Sameh Shoukry, and the Minister of Industry and Advanced Technologies of the UAE and COP 28 President-Designate, Sultan Ahmed Al Jaber, will co-chair the meeting. The meeting will take place at the ministerial level and will be opened to accredited observers and shown live.

The meeting will convene in two segments. The first will focus on delivering on the Sharm El-Sheikh mandate on the new fund and funding arrangements for loss and damage, including how to define success in addressing loss and damage at COP 28, priority gaps and needs that the new fund should address, and opportunities to meet the needs of vulnerable communities in developing countries. The second will focus on complementarity and coherence of the fund and funding arrangements. The co-chairs will produce an informal summary of key messages to guide further work.
