16 April 2010: The UNFCCC Secretariat has published the report of the 21st meeting of the Joint Implementation Supervisory Committee (JISC 21), which was held from 13-14 April 2010, in Bonn, Germany.
At the meeting, the JISC considered issues relating to the operation of JI, including: collaboration of JISC with others; consideration of the means to enhance outreach activities to improve the overall understanding of JI; consideration of experiences with the JI verification procedure under the JISC, with a view to making improvements for the future operation of JI; and matters relating determination and verification reports.
With regard to the accreditation of independent entities, the JISC considered the second draft JI accreditation standard recommended by the JI Accreditation Panel (JI-AP), which took into account the inputs received from the call for public inputs on the first draft. The JISC adopted the draft as recommended by the JI-AP, effective 15 April 2010, and a grace period of three months for compliance. In this context, it also adopted the JI-AP’s recommendation regarding the verification of compliance by independent entities with the JI accreditation standard after the grace period. In addition, the JISC considered the draft JI accreditation procedure, and adopted it as recommended by the JI-AP, effective 15 April 2010. The JISC also considered an information note recommended by the JI-AP and presented by the Secretariat, containing an analysis of the current situation and options for changes of the procedures on witnessing activities in the JI accreditation process. It agreed with the JI-AP’s recommendation to maintain one successful witnessing activity before granting accreditation and replace ex-post witnessing activities with performance assessments after accreditation.
On areas for further guidance to be considered by the JISC regarding materiality and revisions of JI documents during project implementation, the JISC took note of the results of, and summary of findings from, the public call for inputs on these two areas conducted by the Secretariat at the JISC’s request. It agreed that five JISC members would prepare a first draft text regarding materiality, and that six members would prepare a first draft text regarding changes during project implementation from a determined project design and/or monitoring plan, both drafts to be considered at its next meeting.
