An expert meeting under the Convention on Biological Diversity (CBD) has concluded that it may be premature to decide whether or not to develop an international liability regime focused on damage to biodiversity.

In a meeting held from 12-14 October 2005, in Montreal, Canada, the group of technical and legal experts suggested that the CBD Conference of the Parties could develop guidance relating to damage to biodiversity, its valuation and restoration, and capacity-building at the national level, including the development and implementation of national liability and redress regimes.
