ECREEE received 166 concept notes, of which 25 did not meet the basic eligibility criteria in the EREF guidelines and were excluded. The remaining 141 concept notes were appraised according to the following evaluation criteria: relevance, impact, effectiveness, feasibility and efficiency, and sustainability.

Fifty-five concept notes were selected and are invited to present a full project proposal, according to the EREF guidelines, at latest by 29 February 2012. Concept notes with an appraisal score exceeding 50 points were put on the waiting list. In case a selected concept note does not materialize, the next applicant on the waiting list in the respective country will be invited to present a full proposal.
