CDM Executive Board Launches Calls for Public Inputs

The CDM Executive Board has launched calls for public inputs on: the work related to the use of the first-of-its-kind barrier and the assessment of common practice; and the implementation of the stakeholder participation requirement of the CDM validation process.

UNFCCC18 July 2011: The Executive Board of the Clean Development Mechanism (CDM) has launched two calls for public inputs. The first seeks input on the “first-of-its-kind barrier” and common practice, and the second on the validation process.

The Board agreed to launch the two calls at its 62nd meeting, held from 11-15 July 2011. The first call is on the work related to the use of the first-of-its-kind barrier and the assessment of common practice, both of which form part of the CDM additionality test. The Board also agreed to specific questions for stakeholder inputs, which are contained in Annex 7 to the report of the Board’s 62nd meeting. The Board further requested the Secretariat to prepare: a note summarizing the inputs received from the call, taking feedback from the small group of Board members working on the issue; and a new proposal on the use of the first-of-its-kind barrier and the assessment of common practice, taking into account the inputs received from the call. The note and the new proposal will be considered by the Board at a future meeting.

The second call is for inputs on the stakeholder participation requirement of the CDM validation process. Inputs are requested on the implementation of local and global stakeholder consultations during the validation process. The Board further requested the Secretariat to provide an analysis of how the validation by designated operational entities (DOEs) on the adequacy of the stakeholder consultation process has been conducted and propose options for improvements, taking into account the inputs received, for consideration by the Board at a future meeting.
