Andorra Submits INDC

The UNFCCC Secretariat has announced that the Government of Andorra has submitted its intended nationally determined contribution (INDC).

Andorra intends to reduce net greenhouse gas (GHG) emissions by 37% as compared to a business-as-usual (BAU) scenario by 2030.

Andorra is the 37th party to formally submit an INDC.

Andorra intends to reduce net greenhouse gas (GHG) emissions by 37% as compared to a business-as-usual (BAU) scenario by 2030. Andorra is the 37th party to formally submit an INDC.

According to the submission, Andorra’s INDC covers the energy and waste sectors, as categorized in the 2006 Intergovernmental Panel on Climate Change (IPCC) inventory guidelines. These two sectors accounted for 98.5% of Andorra’s emissions in 2011. The INDC covers the following gases, which are not covered by the Montreal Protocol: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O) and sulfur hexafluoride (SF6).

In its INDC, Andorra notes that the target will be reviewed if an important modification to the methodology for GHG accounting is made. The Government does not intend to use international carbon credits to meet its goal. In its explanation of the fairness of its INDC, Andorra points to economic and population growth since 1990 and a trend of overall decreases in emissions since 2005.

All parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place in November-December 2015. Those submitted by 1 October 2015 will be included in a synthesis report on their aggregate effect by 1 November 2015.
