Third UN EGM on Piloting and Implementing the Copenhagen Framework on Citizen Data

The third UN Expert Group Meeting (EGM) on Piloting and Implementing the Copenhagen Framework on Citizen Data will discuss the Copenhagen Framework. The draft Framework includes an operational definition of citizen data, guiding principles, and strategies for creating an enabling environment for coordination, production, and use of citizen data, as well as a roadmap for the Framework’s implementation.

The UN Statistics Division (UNSD) is organizing the EGM. UNSD has organized two previous EGMs – one in 2022 and one in 2023.

Citizen data, encompassing citizen-generated data, community-driven data, and citizen science data, typically fall outside of official statistics, despite being part of the national data ecosystem. 

As the SDG Knowledge Hub reports, the Copenhagen Framework “provides a scope that helps conceptualize and agree on the different ways citizens can play a role in data and supports formulating action points for the citizen data and statistical communities moving forward”. The Collaborative on Citizen Data will test and pilot the Framework in countries to validate its effectiveness with ground-level citizen data initiatives. Based on this pilot, the Collaborative plans to submit a revised framework to the UN Statistical Commission’s (UNSC) 56th session in March 2025.
