The Sixteenth Session of the IOC Asembly, held in Paris in March 1991, adopted Resolution XVI-4 concerning the formation of an Ad hoc Intergovernmental Panel on Harmful Algal Blooms (IPHAB). The Panel was requested to identify resources for a sufficiently broad programme to solve some of the real problems caused by harmful algae. Attendance at this session of the Intergovernmental Panel on Harmful Algal Blooms of the Intergovernmental Oceanographic Commission (IOC) of the UN Educational, Scientific and Cultural Organization (UNESCO) is by invitation only.
