UNFCCC Releases Technology Executive Committee’s Modalities and Procedures

The modalities and rules of procedure for the Technology Executive Committee (TEC) have been published for consideration and possible action by the 17th session of the Conference of the Parties (COP 17).

The TEC modalities and procedures were elaborated by the TEC at its first meeting, held in September 2011, and were subsequently finalized during out-of-session deliberations.

UNFCCC30 September 2011: The UNFCCC Secretariat has published the modalities and procedures of the Technology Executive Committee (TEC) (FCCC/CP/2011/8) for consideration by the 17th session of the Conference of the Parties (COP 17) to the UNFCCC. The COP is invited to consider the modalities and procedures and to take any action it deems appropriate.

The TEC modalities and procedures were elaborated by the TEC at its first meeting, held from 1-3 September 2011, in Bonn, Germany, and were subsequently finalized during out-of-session deliberations. The TEC identified six key elements of its modalities, as follows: analysis and synthesis; policy recommendations; facilitation and catalyzing; linkage with other institutional arrangements; engagement of stakeholders; and information and knowledge sharing. The rules of procedure outline: the rules governing the composition of the TEC; the terms of office of TEC members; TEC meetings, agenda and documentation for meetings; decision-making; the working language; the participation of experts and observers in TEC meetings; TEC panels and working groups; and amendments to the rules of procedure.
