UNFCCC Releases Lima Climate Change Conference Reports

The UNFCCC Secretariat has published reports of the Lima Climate Change Conference, held in December 2014.

The reports include the proceedings of the 20th session of the Conference of the Parties (COP 20) to the UNFCCC (FCCC/CP/2014/10) and cover action taken by the COP in three addenda.

The proceedings (FCCC/KP/CMP/2014/9) of the 10th session of the COP serving as the Meeting of the Parties (CMP 10) to the Kyoto Protocol (FCCC/KP/CMP/2014/9) have also been published, with action taken by CMP 10 included in an addendum.

UNFCCC2 February 2015: The UNFCCC Secretariat has published reports of the Lima Climate Change Conference, held in December 2014. The reports include the proceedings of the 20th session of the Conference of the Parties (COP 20) to the UNFCCC (FCCC/CP/2014/10) and cover action taken by the COP in three addenda. The proceedings (FCCC/KP/CMP/2014/9) of the 10th session of the COP serving as the Meeting of the Parties (CMP 10) to the Kyoto Protocol (FCCC/KP/CMP/2014/9) have also been published, with action taken by CMP 10 included in an addendum.

The report’s first addendum (FCCC/CP/2014/10/Add.1) contains the Lima Call for Climate Action, as adopted by the COP. Building on decisions adopted at previous COP sessions, parties decided that an anticipated 2015 climate agreement “shall address in a balanced manner, inter alia, mitigation, adaptation, finance, technology development and transfer, and capacity-building, and transparency of action and support.”

Parties also provided some guidance on what information intended nationally determined contributions (INDCs) might include, “as appropriate,” and in light of national circumstances. They further requested the Secretariat to prepare, by 1 November 2015, a synthesis report of the aggregate effect of the INDCs submitted by 1 October 2015. In addition, parties included an annex with ‘Elements for a draft negotiating text,’ which, without indicating convergence nor precluding additional proposals, sets forth options for the various parts of a 2015 climate agreement.

The second addendum (FCCC/CP/2014/10/Add.2) contains the decisions related to, inter alia: operationalizing the Warsaw International Mechanism for Loss and Damage; National Adaptation Plans (NAPs); long-term climate finance; the Convention’s financial mechanism; Least Developed Countries Fund (LDCF); reporting of financial information; and various reports considered by the COP.

The third addendum (FCCC/CP/2014/10/Add.3) contains, inter alia, the Lima work programme on gender and the Lima Ministerial Declaration on Education and Awareness-raising, as well as decisions related to the technical review of party reporting.

The decisions contained in the addendum (FCCC/KP/CMP/2014/9/Add.1) to the CMP report relate to, inter alia: the continued operation of the Adaptation Fund; expert review process for the first commitment period of the Kyoto Protocol; the Clean Development Mechanism (CDM); and Joint Implementation.
