SBI and SBSTA 41 Annotated Provisional Agendas Released

In order to assist delegations in their preparations, the UNFCCC Secretariat has released the provisional agendas and annotations for the 41st meetings of the Subsidiary Body for Implementation (SBI 41) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 41).

The documents (FCCC/SBI/2014/9 and FCCC/SBSTA/2014/3) contain the meetings' provisional agendas, originally released on 2 September, with annotations.

UNFCCC16 September 2014: In order to assist delegations in their preparations, the UNFCCC Secretariat has released the provisional agendas and annotations for the 41st meetings of the Subsidiary Body for Implementation (SBI 41) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 41). The documents (FCCC/SBI/2014/9 and FCCC/SBSTA/2014/3) contain the meetings’ provisional agendas, originally released on 2 September, with annotations.

During SBI 41, a working group session will convene for the first round of the multilateral assessment, under the international assessment and review (IAR) process, for 17 developed countries.

On parties’ reporting, SBI will be invited to consider, inter alia: compilation and synthesis reports on information from Annex I Parties and recommend draft decisions and revised national communications (NCs) guidelines for Annex I Parties; and reports by the Consultative Group of Experts on NCs from non-Annex I parties (CGE), the Secretariat and the Global Environment Facility (GEF).

Furthermore, SBI 41 will discuss matters relating to the mechanisms under the Kyoto Protocol, the least developed countries (LDCs), National Adaptation Plans (NAPs), finance, development and transfer of technologies, capacity building and gender. SBI 41 will also mark the conclusion of the Work programme to further the understanding of the diversity of nationally appropriate mitigation actions (NAMAs).

During SBSTA 41, the fourth meeting of the structured expert dialogue (SED) on the 2013-2015 review and an Intergovernmental Panel on Climate Change (IPCC) special event will take place.

The SBSTA will discuss matters relating to: the Nairobi work programme on impacts, vulnerability and adaptation to climate change (NWP); methodological guidance relating to REDD+; science and review; methodological issues under the Convention and the Kyoto Protocol; market and non-market mechanisms under the Convention; and clarification of quantified economy-wide emission reduction targets of developed country parties.

On joint items, the SBI and SBSTA will: consider the report of the Adaptation Committee; discuss how to take forward the item on response measures; consider issues relating to the 2013-2015 review, including further guidance to the SED and concluding the review; and consider and recommend a draft decision on the annual report of the Technology Mechanism. On the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts, SBI and SBSTA will be invited to recommend a draft decision with a view to finalizing the modalities for the organization and governance of its Executive Committee.
