The paper explores the shifting context for global partnerships for development, including a new expectation for individuals and non-state actors to participate in the implementation of sustainable development.
January 2013: The UN Task Team for the Post-2015 Development Agenda (UNTT), along with 12 UN agencies, has released a new thematic think piece, titled “Analysis and overview of new actors and formats for the global partnership for development post 2015.” The paper explores the shifting context for global partnerships for development, including a new expectation for individuals and non-state actors to participate in the implementation of sustainable development.
The paper identifies key themes within this new approach to global partnership: the emergence of new economic state powers; the increasing role of stakeholders other than states; and the value of non-financial contributions. It emphasizes a holistic approach to new development partnerships, while also calling for transformative changes to enhance and scale up successful initiatives. An international promotion of “network governance structures,” combining local, regional, and global objectives, is stressed. Making a final recommendation, the paper calls on the UN system to promote institutional change by encouraging the acceptance of new impact-assessment frameworks and guidelines for new partnership creation in the post-2015 development agenda.

This paper is one of nine new Think Pieces published by the UNTT’s working group on the global partnership for development beyond 2015.
