UNISDR Reports on HFA2 Consultation

The UN Office for Disaster Risk Reduction (UNISDR) has released the “Synthesis Report on Consultations on the Post-2015 Framework on Disaster Risk Reduction (HFA2).” The report details the results of the year-long consultative process on HFA2 launched in March 2012, which included targeted global, regional, national and local level consultations.

UNISDRApril 2013: The UN Office for Disaster Risk Reduction (UNISDR) has released the “Synthesis Report on Consultations on the Post-2015 Framework on Disaster Risk Reduction (HFA2).” The report details the results of the year-long consultative process on HFA2 launched in March 2012, which included targeted global, regional, national and local level consultations.

The consultation and the report are in response to UN General Assembly (UNGA) Resolution 67/209, requesting UNISDR to facilitate the development of a post-2015 framework for disaster risk reduction (DRR). The report provides an overview of issues emerging from the consultation, and offers a basis for continued consultation.

The 25-page report contains sections on: background, describing the context of the consultations and the sources of information; an overview of issues for HFA2 consultations to consider; a synthesis, ordering the ideas and suggestions in the consultations into the categories of local action, integrated approaches, and enabling environment; and a section describing the way forward.

The report notes that climate change exacerbates existing risk factors and calls for measures to mitigate greenhouse gas (GHG) emissions to prevent a generation of further risk, while taking steps to adapt to the new patterns of climate risk and extreme events that are already locked into place. It points to previous calls for adopting a holistic approach that embraces DRR and climate risk management as fundamental for poverty reduction and sustainable development.
