14 September: In his outgoing speech, the President of the UN General Assembly (UNGA) suggested earmarking at least 1% of the global GDP to climate change responses.

In addressing participants at the final meeting of the 63rd Session of UNGA, outgoing UNGA President Miguel d’Escoto Brockmann (Nicaragua) referred to climate change as “the most serious and urgent of all the multiple and converging crises that currently threaten the extinction of the human species.” He called for an “immediate and forceful” response from all States to climate change, noting that “major culprits will have to bear the costs in proportion to their responsibility.” He further proposed the adoption of a Universal Declaration of the Common Good of the Earth and Humanity as an “indispensable step for reinventing the United Nations” and for reforming the UN Charter.
