UNFCCC Synthesizes Work of the Forum on Response Measures

The UNFCCC Secretariat has prepared a note synthesizing the work of the forum on the impact of the implementation of response measures.

The document (FCCC/SB/2014/INF.4) is based on views, information and review of the work of the forum provided by parties and relevant organizations.

The 40th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) requested the Secretariat prepare the synthesis paper for consideration at SBSTA 41 and SBI 41.

UNFCCC4 November 2014: The UNFCCC Secretariat has prepared a note synthesizing the work of the forum on the impact of the implementation of response measures. The document (FCCC/SB/2014/INF.4) is based on views, information and review of the work of the forum provided by parties and relevant organizations. The 40th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) requested the Secretariat to prepare the synthesis paper for consideration at SBSTA 41 and SBI 41.

The document contains: syntheses of submissions, views and information on the work of the forum, and of submissions on options to strengthen opportunities for cooperation and collaboration among parties; and a review of the work of the forum. It also proposes issues for further consideration regarding possible areas of future work.

On the work of the forum, the paper summarizes views in the areas of: sharing of information and expertise; cooperation on response strategies; assessment and analysis of impacts; opportunities for economic diversification and transformation; economic modelling and socioeconomic trends; the implementation of related decisions under the UNFCCC and articles of the Kyoto Protocol; just workforce transition, and decent work and quality jobs; and building learning towards a transition to a low-greenhouse gas (GHG) emitting society.

On the review of the work of the forum, the paper notes views in party submissions, including: that the forum has been useful for exchanging experiences and knowledge among various stakeholders; and an appreciation of the consolidation of all discussions on response measures in one forum. The document also summarizes recommendations on how to improve the forum, and the work on response measures.

On options to strengthen opportunities for cooperation collaboration, the paper summarizes eight submissions that contain suggestions on areas where this should be done. Regarding issues for further consideration, the paper notes, inter alia: that four of the eight areas of work of the forum stand out as deserving particular attention; improving the reporting guidelines on response measures as a cross-cutting issue; possible roles for the forum in ensuring that any response measures are the result of multi-party consideration; the possibility of reviewing the state of finance in this work area.

SBSTA and SBI 41 will meet from 1-6 December and 1-8 December 2014, respectively, in Lima, Peru, to consider how to take the agenda sub-item on the forum and work programme on the impact of the implementation of response measures forward, based on, inter alia, the synthesis paper, as well as a technical paper on the areas of convergence related to areas of cooperation, still to be published.
