Submissions were received from the following intergovernmental organizations (IGOs): the International Federation of Red Cross and Red Crescent Societies; the International Telecommunication Union (ITU); and the UN High Commissioner for Refugees (UNHCR) on behalf of the Inter-Agency Standing Committee.
