27 August 2012: The UNFCCC Secretariat has published a technical paper outlining the implications of the implementation of decisions 2/CMP.7 (land use, land-use change and forestry (LULUCF)), 3/CMP.7 (emissions trading and the project-based mechanisms), 4/CMP.7 (various methodological issues), and 5/CMP.7 (potential consequences), on the previous decisions on methodological issues related to the Kyoto Protocol (FCCC/TP/2012/6).

The paper is titled “Implications of the implementation of decisions 2/CMP.7 to 5/CMP.7 on the previous decisions on methodological issues related to the Kyoto Protocol, including those relating to Articles 5, 7 and 8 of the Kyoto Protocol,” and was prepared in response to a request by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP). By its decision 1/CMP.7, the COP/MOP requested an assessment of the implications of the implementation of these decisions on the previous decisions on methodological issues related to the Kyoto Protocol, including those relating to Protocol Articles 5 (estimation of greenhouse gas (GHG) emissions and removals), 7 (submission of information to demonstrate compliance with Protocol commitments) and 8 (expert review teams (ERTs)). The paper also identifies which technical issues are relevant to the implementation of these decisions in the second commitment period, considering the experience gained in the first commitment period.

The technical paper will inform discussions at a technical workshop on this issue that will be held prior to the 37th session of the the Subsidiary Body for Scientific and Technological Advice (SBSTA 37), and will also be considered by SBSTA 37.
