17 November 2008: The UN Framework Convention on Climate Change (UNFCCC) Secretariat issued its report on greenhouse gas (GHG) emissions in industrialized countries, which finds that emissions in these countries continue to rise.
According to the report, between 2000 and 2006, emissions of the 40 nations with reporting obligations under the Convention rose by 2.3%.

Change (UNFCCC) Secretariat issued its report on greenhouse gas (GHG) emissions
in industrialized countries, which finds that emissions in these countries
continue to rise.
According to the report, between 2000 and 2006, emissions of
the 40 nations with reporting obligations under the Convention rose by 2.3%.
However, the highest increases came from economies in transition, which rose
more than three times as much. Yvo de Boer, Executive Secretary of the UNFCCC,
stated that the figures clearly underscore the need for political action at the
climate change conference that will convene in Poznan, Poland, in December
