The UNFCCC Secretariat has released an addendum to the submissions received on a framework for various approaches.
The document contains two submissions by Gambia, for the Least Developed Countries (LDCs) and Japan.
The submissions will be considered by the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) during the second part of its 15th session.
23 August 2012: The UNFCCC Secretariat has released an addendum to the submissions received on a framework for various approaches. The document contains the submissions of Gambia, for the Least Developed Countries (LDCs), and Japan. These submissions are additional to the 14 contained in document FCCC/AWGLCA/2012/MISC.4 and Add.1 and 2.
The LCDs’ submission is made to complement the views submitted in March 2012 on various approaches and new market mechanism. It restates key concerns in relation to: the eligibility rules; the risk of using units from the Convention to meet the Kyoto Protocol targets; the risk of bilateral offset mechanisms; and issues associated with environmental integrity.
Japan’s submission outlines the “framework” referred in decision 2/CP17, paragraph 80, which Japan considers appropriate, focusing on the role of the Conference of the Parties (COP) within the framework and the standards that the market mechanisms under the decentralized governance need to meet. It also presents the possible ideas to be included in the standards of the market mechanisms under the decentralized governance.
