UNFCCC11 November 2009: The UNFCCC has published an advance summary of the final report by the Chair of the Expert Group on Technology Transfer (EGTT) on “Performance indicators to monitor and evaluate the effectiveness of the implementation of the technology transfer framework” (FCCC/SB/2009/4).
The full report will be considered at the 31st sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA) and Subsidiary Body Implementation (SBI), to be held from 7-18 December 2009, in Copenhagen, Denmark.
The advance summary outlines the EGTT’s efforts to: develop and test 40 performance indicators that could be applied by the SBI to the technology transfer framework; results of testing these indicators; and recommendations for their use. Primary findings include the: importance of focusing on causality; realization that the main constraint is availability of adequate data; understanding that stakeholder involvement is key to the legitimacy of the undertaking; and need for capacity building to create appropriate monitoring and evaluation systems nationally and internationally.
