UNFCCC23 October 2014: The UNFCCC has released the ‘Synthesis report on the progress made in the implementation of the remaining elements of the least developed countries work programme’ (FCCC/SBI/2014/INF.17) for consideration by the Subsidiary Body for Implementation (SBI) at its 41st session taking place in December 2014 in Lima, Peru.

The synthesis report focuses on the elements of the least developed countries (LDC) work programme, other than the national adaptation programmes of action (NAPAs). The report was prepared following work by the LDC Expert Group (LEG) on these other elements of the LDC work programme and the COP’s invitation to Parties and relevant organizations to submit information on their experiences with the implementation of these elements.

The synthesis report takes into account information from: a formal submission from Nepal on behalf of LDCs, representing the views of 48 Parties; the Global Environment Facility (GEF) and two of its agencies, the UN Development Programme (UNDP) and the UN Environment Programme (UNEP); the reports of the LEG; and other relevant sources of information.

Among other things, the report synthesizes the general points raised in the information received. It highlights the LDCs’ concern that implementation of the LDC work programme has focused only on support for the preparation of NAPAs and that there are limited resources to support the implementation of projects under NAPAs and other elements of the work programme. It also outlines the progress made in implementing the various other elements of the work programme and the recommendations made by the LEG in this regard.
