UNFCCC Publishes Report of Workshop on Response Measures

The UNFCCC Secretariat has released the report of the joint workshop on matters relating to Kyoto Protocol Articles 2.3 (adverse impacts of policies and measures) and 3.14 (adverse effects).

At the workshop, participants addressed issues relating to sharing information in order to enhance understanding of the adverse effects of the impact of the implementation of response measures, and to minimizing those adverse effects through a process to implement Protocol Articles 2.3 and 3.14.

23 November 2011: The UNFCCC Secretariat has published the report on the joint workshop on matters relating to Kyoto Protocol Articles 2.3 (adverse impacts of policies and measures) and 3.14 (adverse effects) (FCCC/SB/2011/INF.6).

The workshop, which was held from 19-20 September 2011, in Bonn, Germany, was organized in response to the request by the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA) that the Secretariat organize a joint workshop to address matters relating to Protocol Articles 2.3 and 3.14. This report summarizes the joint workshop, including its objectives, proceedings and main issues discussed.

At the workshop, participants addressed issues relating to sharing information in order to enhance understanding of the adverse effects of the impact of the implementation of response measures, and to minimizing those adverse effects through a process to implement Protocol Articles 2.3 and 3.14. The outcome of the workshop will be considered by a joint contact group during the 35th sessions of the subsidiary bodies, and matters will also be further discussed at the forum on the impact of the implementation of response measures to be convened by the Chairs of the SBI and the SBSTA at their 35th sessions. The main outcome of the workshop was the recognition of the need to further discuss related issues in order to enhance information sharing and understanding and improve capacity.
