8 February 2010: The UNFCCC Secretariat has published reports submitted in 2009 of the individual reviews of the annual submissions of Hungary (FCCC/ARR/2009/HUN) and Greece (FCCC/ARR/2009/GRC).
The Expert Review Team (ERT) concludes that Hungary’s inventory submission is generally in line with the UNFCCC reporting guidelines, the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines, the IPCC Good Practice Guidance and the IPCC Good Practice Guidance for Land Use, Land-Use Change and Forestry (LULUCF). However, the ERT finds that the uncertainty analysis in the inventory was performed without including the LULUCF categories and the misallocation of process emissions in the energy sector. The 2009 inventory submission shows significant improvements on the 2008 submission. Most of the improvements have been made based on the recommendations from the previous reviews. Hungary, however, has not implemented all the recommendations from the previous ERT. The ERT encourages Hungary to explore the possibility of structuring its reporting, in its next annual submission, following the annotated outline of the national inventory report (NIR) and the guidance contained therein, which can be found on the UNFCCC website.
The ERT finds that Greece’s inventory is generally in line with the Revised 1996 IPCC Guidelines, the IPCC Good Practice Guidance and the IPCC Good Practice Guidance for LULUCF, with minor deviations in the allocation of emissions and time-series consistency and inappropriate use of methodologies (tiers) as required by the IPCC Good Practice Guidance. The 2009 inventory submission shows significant improvement on the 2008 submission. Most of the improvements were based on the recommendations of previous reviews. Greece has submitted, in part and on a voluntary basis, the supplementary information required under Article 7, paragraph 1, of the Kyoto Protocol in accordance with section I of the annex to decision 15/CMP.1. Greece did not report on a voluntary basis information on activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol (KP-LULUCF) and information on the minimization of adverse impacts in accordance with Article 3, paragraph 14, of the Kyoto Protocol.
