28 January 2010: The UNFCCC Secretariat has published reports submitted in 2009 of the individual reviews of the annual submissions of: the Russian Federation (FCCC/ARR/2009/RUS); Norway (FCCC/ARR/2009/NOR); Switzerland (FCCC/ARR/2009/CHE); Lithuania (FCCC/ARR/2009/LTU); and Iceland (FCCC/ARR/2009/ISL). The Expert Review Team (ERT) concludes that the inventory submissions are generally in line with the UNFCCC reporting guidelines, the Revised 1996 IPCC Guidelines, the IPCC good practice guidance and the IPCC good practice guidance for land use, land-use change and forestry (LULUCF).
For the Russian Federation, the ERT notes that use of more detailed country-specific activity data (AD), and corresponding emission factors (EFs) and other parameters, could improve the accuracy of the estimates for some categories, especially categories for which technology, management and/or climatic conditions are factors that influence the emissions significantly.
Regarding Norway, the ERT finds that the number of subcategories reported as not estimated (NE) in the LULUCF sector has decreased in relation to the number in the 2008 inventory submission. In response to questions raised by the ERT during the course of the review, Norway submitted emission estimates for CH4 and N2O from flaring of oil in well testing, which they indicated would be included in next year’s inventory. The ERT recommends that Norway, in its next annual submission, continue to make efforts to estimate emissions from these categories and reduce the number of blank cells in the corresponding common reporting format (CRF) tables.
The ERT concludes that the inventory submission of Switzerland has been prepared and reported in accordance with the UNFCCC reporting guidelines. However, it recommends that some methodological issues be addressed by Switzerland in its next annual inventory submission.
Regarding Lithuania, the ERT finds that the inventory is not complete in terms of reported categories. Some categories in the LULUCF, the industrial processes and in the energy sectors have been reported as NE.
The ERT concludes that the inventory submission of Iceland has improved since the previous annual submission and has been prepared and reported generally in accordance with the UNFCCC reporting guidelines. The ERT noted that Iceland is not using higher tier methods for some key categories.
