UNFCCC Publishes Documents on CDM and JI Improvements

The Secretariat of the UN Framework Convention on Climate Change (UNFCCC) has published two documents relating to the Clean Development Mechanism (CDM) and Joint Implementation (JI) and how they can be improved.

UNFCCC10 June 2013: The Secretariat of the UN Framework Convention on Climate Change (UNFCCC) has published two documents relating to the Clean Development Mechanism (CDM) and Joint Implementation (JI) and how they can be improved.

The first document is the report on the recommendation on possible changes to the JI guidelines (FCCC/SBI/2013/INF.3), which compiles information on possible changes to the JI guidelines, drawn from, among other things, recommendations by the JI Supervisory Committee (JISC) and views of parties and observer organizations. These recommendations are on matters related to JI, including governance, eligibility requirements, project cycle, accreditation, additionality, baseline setting, methodology, transitional aspects, financial resources and appeals.

The Subsidiary Body for Implementation (SBI) will consider the information in the report in its recommendation on the review and revision of the JI guidelines to the ninth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 9).

The second document is the report on the workshop on the review of the modalities and procedures of the CDM (FCCC/SBI/2013/INF.6). The workshop was held from 8-9 June 2013, in Bonn, Germany, at the request of CMP, for the Secretariat to organize a workshop to facilitate the progress of the review of the CDM modalities and procedures. The aim was to support the identification of changes to the modalities and procedures to be prepared by the SBI for recommendation to the CMP at its ninth session. This report, prepared by the workshop co-chairs, summarizes the recommendations made during the workshop regarding, inter alia, CDM governance, participation, accreditation, validation and registration, project cycle and methodologies.
