UNFCCC Publishes Documents for SBI 34

The UNFCCC Secretariat has published additional SBI 34 documents, namely: an addendum to the provisional agenda; a progress report on the work of the consultative group of experts on national communications from parties not included in Annex I to the Convention and an addendum to the report; and a compilation and synthesis of supplementary information incorporated in fifth national communications.

1 June 2011: The UNFCCC Secretariat has published additional documents that will be considered during the upcoming 34th sessions of the Subsidiary Body for Implementation (SBI), which will take place from 6-16 June 2011, in Bonn, Germany.

An addendum to the provisional agenda (FCCC/SBI/2011/1/Add.1) has been published following a request from Saudi Arabia to include items on the agenda. These items include: capacity building under the Convention and Protocol; a forum on the impact of the implementation of response measures; modalities and guidelines to enable least developed countries (LDCs) formulate and implement national adaptation plans; and activities to be undertaken under a work programme to consider approaches to address loss and damage.

A progress report (FCCC/SBI/2011/5) on the work of the consultative group of experts on national communications from parties not included in Annex I to the Convention (CGE) has also been published. The fourth meeting of the reconstituted CGE took place in St. Mary’s, Antigua and Barbuda, from 24-26 March 2011. The CGE analyzed the results of the survey conducted on problems related to the sustainability of the national communication process and the maintenance of national technical teams for the preparation of national communications, including greenhouse gas (GHG) inventories, on a continuous basis. In addition, it considered the background paper containing the review of its existing training materials, with a view to providing guidance on their revision, and the report on the workshop to exchange views on possible elements to be considered in a future revision of the UNFCCC “Guidelines for the preparation of national communications by parties not included in Annex I to the Convention,” taking into account the difficulties encountered by non-Annex I Parties in the preparation of their most recent national communications, with a view to providing the SBI with recommendations, as appropriate. This report summarizes the outcome of the discussions of the CGE with regard to the implementation of its mandate relating to the provision of technical assistance to non-Annex I parties for the preparation of their national communications.

An addendum (FCCC/SBI/2011/5/Add.1) to the progress report on the work of the CGE has also been published. The report outlines the proceedings of the workshop, and includes an annex synthesizing the presentations of thematic working groups on the exchange of views on possible elements to be considered in a future revision of the guidelines.

A compilation and synthesis (FCCC/SBI/2011/INF.2) of supplementary information incorporated in fifth national communications submitted in accordance with Article 7, paragarph 2 of the Kyoto Protocol has also been released. The document provides information on a range of issues relating to the implementation of the Kyoto Protocol, such as: national systems and registries under the Kyoto Protocol; policies and measures (PaMs) in accordance with Article 2 of the Kyoto Protocol; trends in GHG emissions; projections and evaluation of the aggregated effect of PaMs; domestic and regional legislative arrangements and enforcement and administrative procedures to meet commitments under Articles 6, 12 and 17 of the Kyoto Protocol; and information under Articles 10 and 11 of the Kyoto Protocol.
