UNFCCC Publishes Consultative Group of Experts Reports

The UNFCCC Secretariat has published: a progress report of the work of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE); a report on the workshop on facilitating the development of technical terms; and a report on the workshop on GHG inventory training for the Latin American and Caribbean region.

3 November 2011: The UNFCCC Secretariat has published the progress report (FCCC/SBI/2011/10) of the work of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE). The report contains the proceedings of the fifth meeting of the reconstituted CGE relating to progress in the implementation of its mandate and discussions on the organization of its work programme for 2011–2012.

The fifth meeting of the CGE took place in Santiago, Chile, on 12-13 September 2011. The CGE considered the outcome of its greenhouse gas (GHG) inventory hands-on training workshop for the Latin America and Caribbean region based on the CGE training materials that are under review. The Group was also presented with its report on the workshop on facilitating the development and long-term sustainability of processes, and the establishment and maintenance of national technical teams, for the preparation of national communications, including GHG inventories, on a continuous basis, with a view to providing the Subsidiary Body for Implementation (SBI) with recommendations.

The UNFCCC Secretariat has also published an addendum (FCCC/SBI/2011/10/Add.1) consisting of a report on the workshop on facilitating the development and long-term sustainability of processes, and the establishment and maintenance of national technical terms, for the preparation of national communications, including GHG inventories, on a continuous basis. The report conatins the proceedings of this workshop, which was held in Bonn, Germany, on 20-21 June 2011. It summarizes the presentations and provides recommendations from the thematic working groups on institutional issues, financial concerns, GHG inventory and data systems, and capacity building and cross-cutting issues.

A further addendum (FCCC/SBI/2011/10/Add.2) has been published on the report on the workshop on GHG inventory hands-on training for the Latin American and Caribbean region. This workshop was held in collaboration with the National Communications Support Programme and the Technical Support Unit for the Intergovernmental Panel on Climate Change (IPCC) Task Force on National GHG Inventories, in Santiago, Chile, from 5-9 September 2011. The workshop was designed to provide training for the preparation of national GHG inventories for Parties not included in Annex I to the Convention using the CGE training materials, which are under review, and to generate additional feedback to enhance the revision and update of these training materials. This report outlines the proceedings of the workshop and summarizes the presentations and the discussions held. It also includes a summary of the recommendations from the participants on possible improvements of the updated training materials and the organization of other regional workshops in the future.

These reports will be considered by the 35th session of the SBI, which will be held from 28 November-3 December 2011 in Durban, South Africa.
