In preparation for the July session of the UN High-level Political Forum on Sustainable Development (HLPF), the UN Secretariat issued the progress report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), prepared by the UN Environment Programme (UNEP). The report updates on progress in the implementation of the 10-Year Framework in 2023 and presents key messages for decision makers.
The ‘Progress report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns’ is available as an advanced, unedited version. It builds on an annual reporting mechanism for Member States and stakeholders covering the period from January to December 2023.
The report underscores that “[b]etter resource management is essential to achieving the 2030 Agenda for Sustainable Development.” It calls attention to the 2024 edition of the Global Resources Outlook, according to which “the question is no longer whether a transformation towards sustainable resource management is necessary, but how to urgently make it happen.”
The report updates on:
- Member States’ national-level efforts to implement the 10YFP under SDG target 12.1 (“Implement the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns, all countries taking action, with developed countries taking the lead, taking into account the development and capabilities of developing countries”);
- 10YFP Programmes taking action to support sustainable consumption and production (SCP), including the Sustainable Public Procurement Programme, Consumer Information for SCP Programme, Sustainable Lifestyles and Education Programme, Sustainable Food Systems Programme, and Sustainable Tourism Programme; and
- Initiatives launched in 2023 by the One Planet Network, including a practical toolbox on building circularity into nationally determined contributions (NDCs), promoting disclosure on circular economy approaches by private sector actors through a Global Circularity Protocol for Business, and efforts to advance a sustainable and circular built environment.
The report formulates three key messages for the consideration by HLPF 2024 and the UN General Assembly (UNGA):
- Economic transformations and shifting to SCP patterns requires addressing inequalities.
- While circular economy approaches in the context of SCP present opportunities for economic diversification, value creation, and skills development, as well as to address the triple planetary crisis of biodiversity loss, climate change, and pollution, challenges remain.
- Member States should establish a multilateral and multi-stakeholder dialogue on SCP as set out in the Global Strategy for Sustainable Consumption and Production (2022-2030).
