UNDP Low Emission Capacity Building Programme Meeting Focuses on MRV

The 4th annual meeting of the Low Emission Capacity Building (LECB) Programme, held from 14-16 October, in Brussels, Belgium, focused on measuring, reporting and verification (MRV) of mitigation actions.

Over three days, more than 70 participants learned on and discussed related topics, including best practices, intended nationally determined contributions (INDCs), national approaches to MRV, MRV tools, resources and design, and transformational change.

LECBP4 November 2014: The 4th annual Global Meeting of the Low Emission Capacity Building (LECB) Programme focused on measuring, reporting and verification (MRV) of mitigation actions. Over three days, more than 70 participants discussed and learned on related topics, including best practices, intended nationally determined contributions (INDCs), national approaches, tools, resources and design.

The purpose of the meeting, which took place from 14-16 October 2014, in Brussels, Belgium, was to provide a space for South-South exchange and learning, and focus on the thematic topic, namely MRV. The meeting was organized through presentations by the LECB Programme, participating countries, organizations and donor agencies, and included panel discussions, practical exercises and training sessions. Among the 15 organizations participating were the UNFCCC Secretariat, the International Partnership on Mitigation and MRV (IMMA), and the International Institute for Sustainable Development (IISD).

On the first day, the meeting heard on: LECB Programme country best practices from Colombia, Costa Rica, Ecuador, Ghana, Kenya, Lebanon and Viet Nam; and potential contributions of national LECB projects to INDCs under the UNFCCC. The second day focused on: MRV in the UNFCCC context; developing a robust MRV system; and national approaches to MRV by the Philippines and Chile. On the third day, participants learned on, inter alia: MRV of low-emission development strategies (LEDS), MRV of nationally appropriate mitigation actions (NAMAs), and the World Resources Institute’s ‘Mitigation Goals Standard’ and ‘Policy and Action Standard.’

The meeting highlighted: the relevance of peer-to-peer exchange; the need to engage the private sector; the importance of ensuring that climate actions, including MRV processes, are sustainable and consistent with national development priorities; and the need to learn from current actions and build on existing systems.

The LECB Programme, established in 2011, holds annual Global Meetings, aimed at practitioners, policy makers, donors and experts, to share experiences and best practices, and strengthen capacities. The Programme, which includes 25 participating countries, is led by the UN Development Programme (UNDP) and supported by the European Commission, the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, the Australian Department of Climate Change and Energy Efficiency, and AusAID.
